I had this issue with the Kuler theme for opencart.
The top menu (Kuler menu) was missing.
The thing that makes the menu to disappear is if you delete from categories: Dresses. You should have this item in “category”, all the time, doesn’t matter if you don’t use it.
Check the screenshots to see how to replicate this category.
Be sure to have checked: “Top: Display in the top menu bar. Only works for the top parent categories.” Otherwise, it will not display the top menu bar.
Also, you can rename “Dresses” into something you will use for your store.
